During a meeting in which a synth attended, all parties were killed by some party (possibly the Institute), and the Institute was subsequently blamed. This fear and paranoia was worsened by the CPG Massacre sometime in the 2230s, in which various settlements across the Commonwealth were attempting to band together and form the 'Commonwealth Provisional Government,' with the Institute trying to help with the planning. This served as the official introduction between the synths and the people of the Commonwealth, and ignited fear and paranoia across the wasteland over the possibility of being replaced or having a loved one replaced. The existence of these synths became known to the people of the Commonwealth in an event known as the Broken Mask incident in 2229, where a synth malfunctioned, shot, and killed several people in the Diamond City marketplace.

In the years following, the Institute began sending these synths out to infiltrate the Commonwealth, by either simply giving them false identities or 'replacing' wastelanders with synth copies of themselves. They can also be used in sites like Wimereux Communal Cemetery where the soil or weather conditions are unable to support the usual standing headstones.After years of development, the Institute succeeded in the creation of generation 3 synths, automatons almost completely identical to humans, in the late 2220s. Flat markersДЄ flat, or recumbent, marker can be used to display multiple casualties in one spot, either in the event of a lack of space in the cemetery or where multiple casualties have been buried together, for example at Edinburgh (Comely Bank) Cemetery where there were many burials in a limited space, meaning flat markers were required to prevent an overcrowded feel that wouldвЂ™ve come from individual headstones. These are often found in areas where the soil and weather conditions wouldnвЂ™t support a standard headstone, or where the Commission doesnвЂ™t have permission to erect a standard headstone. These are small rectangular concrete bases with a stone or bronze plaque attached. Instead of the usual Commission headstone, some cemeteries will instead use pedestal markers, for example in Gallipoli or across many countries in the Far East. Where possible, any information that could be found has been inscribed, so some may say вЂA soldier of the Great WarвЂ™ or вЂA soldier of the Second World WarвЂ™. These headstones mark the graves of soldiers who couldnвЂ™t be identified before they were buried. You may also see the headstones of unknown soldiers, also referred to as вЂKnown Unto GodвЂ™ headstones after the words, chosen by Rudyard Kipling, which are inscribed in place of the usual personal inscription. You will likely also see a regimental crest or badge at the top of each headstone.

Each headstone will be inscribed with the details of the individual, including name, rank, awards, service number, religious emblem and a personal inscription provided by the family. Most commonly, you will see the standard CWGC headstone. While the Commission ensures that each of its casualties are commemorated equally, you will see some variation in the types of headstone or marker used.
